It's that time of year when girls of age 7 and 3, and boys of age 5 get to dress up in traditional costume and receive special candy called Chitose Ame (千歳飴 - literally thousand year candy) to receive a blessing of long life. Photo studios and parks are full of children in beautiful attire with doting parents and family in tow. If you want to observe, just make sure to be in Japan on the weekends surrounding November 15th - it's not observed during the week when most people are working.
